中国到底有多安全? 章莹颖事件后我才知道

自6月9日访美学者章莹颖失踪以来,这个长相甜美的90后小姑娘的命运,始终牵动着人们的心,大家都期望她能早日平安归来。然而,22天后,我们等来了最不愿面对的结果:美国警方逮捕了嫌疑人,并推测章莹颖已经遇害。但在7月3日的首次聆讯中,嫌疑人拒不交代章莹颖的下落↓

  U.S. Magistrate Judge Eric Long on Monday ordered Brendt Christensen, the man accused of kidnapping Zhang Yingying, to be held without bond until his next court hearing on July 5.

  7月3日,美国地方法官埃里克·朗宣布,被指控绑架章莹颖的嫌疑人布伦特·克里斯滕森不得保释,在7月5日下次庭审前继续收押。

  Christensen, 28, was arrested on Friday in connection with Zhang’s disappearance last month. He did not speak during a hearing at a federal courthouse in Urbana city, the U.S. state of Illinois.If convicted of the federal kidnapping charge, Christensen faces up to life in prison.

  克里斯滕森现年28岁,因涉嫌上个月的章莹颖失踪案,于6月30日被警方逮捕。在伊利诺伊州厄巴纳市联邦法院的聆讯中,克里斯滕森一言未发。如果克里斯滕森被判绑架罪成立,则有可能面临终身监禁。

  He was a graduate student in University of Illinois' physics department and a teaching assistant until May 2016. According to court documents, his phone was used to view a forum called Abduction 101 and sub-threads, "perfect abduction fantasy" and "planning a kidnapping" on 19 April.

  据不完全统计,2016年以来,经由媒体公开报道的留学生海外安全事件已有32起,其中,被抢劫、故意杀害、性侵等恶性事件偏多,占比超四成;从年龄来看,近六成受害者为22岁以下;而从事发地看,留美中国学生出事人数是最多的。

对于频发的治安事件,有中国网友表示:不要拿美国当中国,要体验“深夜撸串”的感觉。确实,相比美国的治安状况,在中国,半夜聚餐后回家、通宵自习后回宿舍、独自乘末班地铁、深夜打车…似乎都再正常不过,而长居中国的外国人也都表示中国“最安全”↓




  在国外问答网站Quora上,“How safe is China?”吸引了100多个答主,很多来过中国旅行,或是在华工作和学习的外国人,也都对中国的治安环境竖起大拇指。

  外国人对中国治安的好印象,大都来自于日常生活体验,主要表现以下几个方面↓

  1. 深夜出门很安全

  I’ll give you an example from the city I live in, Shenzhen. There are two giant parks I live near, Shenzhen Central Park and Lianhua Park. I regularly go walking or “ninebotting” through those parks at 2AM or later. I wouldn’t try doing that in San Francisco or New York City.

  Last time I got scared in the park, it was 4AM and I heard a strange noise from behind the trees. I went around the corner to investigate and there was an elderly couple practicing Tai Chi. Needless to say, I was a little embarrassed to be afraid after that.

  I can tell you this: China is much safer than any other parts of the world. In China, security Check is not limited to airport, but railway station, subway station and even highway station. That means you have no chance to bring any weapons like bombs, cleavers, not to mention guns that are strictly controlled by the public safety sector. Therefore, there are little horrifying terrorisms happening in China. And you may have little concern about your safety.

  我可以告诉你:中国比世界上的其他国家都要安全。在中国,安检不只限于机场,还包括火车站、地铁站甚至高速公路。这就意味着,你根本没有机会携带诸如炸弹、砍刀之类的武器,更不用提被公共安全部门严格管控的枪支了。因此,在中国,鲜有恐怖袭击事件发生。你根本不用担心人身安全问题。

  A good thing in China is safety, get out in the middle of the night the risk to get trouble is extremely low. I have been living in Paris and in the usa and it was much more dangerous there. In Paris you can not get out your smarrphone in the metro …unsafe.

  中国非常安全,在午夜外出遇到麻烦的概率极低。我曾经在巴黎和美国生活过,那些地方比中国危险多了。在巴黎,你不能在地铁上拿出手机……因为很不安全。

  In America, there is constant gun violence across the country. In China, there are no guns at all (except for certain agencies). After living in China for some time now, it is perplexing that Americans have such easy access to shoot someone, even in common cases such as road rage.

  In America, part of the gun violence stems from police, and causes high stress in many communities. In China, it is much more peaceful, and the police will rarely approach you, if at all.

  I lived in China for 3 years. 2 years in the city of Shijiazhuang, Hebei, and 1 year in Beijing. I lost all of my habits that I had in Chicago. I stopped scanning around me if I was out at night. I didn't ever wonder if someone around me had a gun. China is safe in a way that the U.S. isn't.

  I never had to worry about gang violence. Guns are illegal for citizens to own, so I never had to worry about public shootings. The worst I had to worry about was that somebody wouldn't be driving carefully. 

  我从来不用担心群体性暴力事件。公民持有枪支是非法行为,因此我也不必担心大庭广众之下发生枪击。我最担心的是有些人开车不专心。

  4. 人民很友善

  According to the Internet data, I live in one of the fast growing underdeveloped city in China Guiyang. I have experienced nothing here but just goodness, kindness and locals enthusiastically willing to help. There are very few expats living in Guiyang, most days you can go without seeing a foreigner, but China is a country, where you won't be left alone here.

  Chinese people are quite friendly and hospitable. If you have ever lived in China, you know how sociable Chinese people are. For foreigners, they just regard them as guest in China with great respect. Usually, when Chinese people are familiar with you, they will invite you to dinner or watching movie or party something like that. They just treat you as a friend and often show their kindness.

  Professor Liu Hongbin with the People's Public Security University of China argues the inclusiveness of Chinese society adds to public security. "Chinese people are friendly and hospitable, so foreigners don't need to feel very anxious here," he said.

  中国人民公安大学刘宏斌教授认为,中国治安好离不开社会的包容性。他说:“中国人热情、友善,外国人来到中国,一般不会存在安全上的焦虑。”

  Liu also points out that guns are illegal in China, and that the flow of guns and drugs that are problems in the United States are not a major issue in this country. In 2016, the number of violent crimes recorded across China came in at around 10,000, falling by more than 40% compared with 2012.

  刘宏斌还指出,中国法律禁止(公民)持有枪支,中国不存在美国面临的枪支、毒品泛滥等问题。2016年,中国全国的命案只有万余起,全国严重暴力犯罪案件比2012年下降40%以上。

  Liu added that the stable political and social environment in China also laid a solid foundation for public security.

  刘宏斌补充道,中国稳定的政治和社会环境也为社会治安创造了基础。
