The first part of the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity (COP15) kicked off on Monday in Kunming, capital of Southwest China's Yunnan province.


The meeting will last from Oct 11 to 15, with parallel activities featuring forums on topics including climate change and ecological conservation to be held from Oct 14 to 15.


The second part of the meeting, which is expected to be held next year, will review and make a decision on the "post-2020 global biodiversity framework" the international community is pinning great hopes on.


China was among the first countries to become a party to the Convention on Biological Diversity that entered into force in 1993.


So far, the Convention has 196 parties and the Conference of the Parties is the highest mechanism for discussing and making decisions on the Convention.

Kaohsiung blaze

Forty-six people died and 41 were injured in a building fire that raged out of control for hours overnight in Kaohsiung, authorities said yesterday.


The death toll rose steadily through the day as rescue workers searched the combined commercial and residential building. By late afternoon, authorities said 32 bodies had been found, while a further 14 people who showed no signs of life were among 55 taken to the hospital.


The Kaohsiung Fire Bureau was notified of the fire at 2:54am, Kaohsiung Fire Bureau Chief Lee Ching-hsiu (李清秀) said, adding that the fire reportedly broke out on the first floor of the 40-year-old building and rose to the sixth floor, filling the seventh floor and above with smoke, which caused most of the casualties.


The blaze was put out by 7:17am, he said.

Shanxi floods

As many as 15 people were killed and three others are missing after torrential rain triggered flooding in north China's Shanxi Province, authorities said Tuesday. The latest round of downpours from October 2 to 7 has led to a direct economic loss of 5.029 billion yuan ($770 million), said the provincial authorities at a news conference.


More than 120,000 people have been temporarily evacuated after continuous downpours triggered floods in north China's Shanxi province, authorities said Sunday. The floods have disrupted the lives of 1.76 million residents from 76 counties, cities and districts, according to the provincial department of emergency management. Some 190,000 hectares of crops were damaged and more than 17,000 houses collapsed.


Heavy rains have damaged a 25-meter wall section of the ancient town of Pingyao, a UNESCO world heritage site famous for its well-preserved ancient architecture.

Hebei shuttle bus accident

China's Ministry of Emergency Management has sent a working team to north China's Hebei Province to guide rescue and investigation efforts after a bus plunged into a river on Monday.


The shuttle bus carrying 51 people fell from a bridge into the Hutuo River in Pingshan County in the provincial capital of Shijiazhuang at approximately 7 a.m. on Monday. The bus belongs to steel company Jingye Group.


The death toll has risen to 13 as of 7 p.m. Monday, said the on-site resue headquarters.


The Office of the Work Safety Commission under the State Council and the ministry will urge Hebei Province to identify the cause of the accident as soon as possible, said the ministry, calling on relevant authorities to intensify safety supervision and prevent the future occurrence of major accidents.

Typhoon Kompasu

Typhoon Kompasu, the 18th of this year, is forecast to bring strong winds and rain to southern parts of China.


Kompasu was observed in the northeastern part of the South China Sea at around 10 a.m. Tuesday, about 910 km east of Wanning City, Hainan Province, packing winds with a speed up to 90 km per hour at its center, according to the provincial meteorological administration.


It will move westward at a speed of about 28 km per hour toward the island province. The provincial flood, wind and drought control headquarters has upgraded its emergency response to level-III at 9:30 a.m. Tuesday.


Affected by both the typhoon and cold air, Hainan as well as the eastern and southern parts of Guangdong Province will be hit by heavy rain.
