Amid the weakening of global consensus on opening up, President Xi Jinping made fresh pledges Thursday to open the Chinese market wider as the country has fully delivered on its accession commitments to World Trade Organization (WTO).

Noting that globalization is facing headwinds, Xi expressed concern over the decline of an index on world openness in the past decade while addressing the opening ceremony of the fourth China International Import Expo (CIIE).

习近平在第四届中国国际进口博览会开幕式上发表视频讲话时表示，当前，经济全球化遭遇逆流，10年来“世界开放指数”不断下滑，这值得高度关注。

As an icon of China's opening-up and international cooperation, the expo, which has been held every year since 2018, has promoted global development and prosperity, and contributed to shaping a brighter future for China and the world.

个人信息保护法正式实施

Personal information law comes into effect

China's law on personal information protection went into effect on Nov 1. The law, adopted at the 30th session of the 13th National People's Congress Standing Committee in August, has detailed provisions to strengthen the protection of personal information, especially online platform users.

十三届全国人大常委会第三十次会议于2021年8月表决通过《中华人民共和国个人信息保护法》，自2021年11月1日起施行。该法对加强个人信息保护，特别是网络平台用户个人信息保护作出详细规定。

Activities such as collection, application, processing and trading of personal information will be strictly monitored, and any infringements will be punished.

按照法律规定，个人信息的收集、应用、处理和交易活动将受到严格监管，相关侵权行为将予以惩处。

When gathering data for the purpose of business decisions, data collectors are forbidden from engaging in discriminatory practices that harm the interests of consumers, such as differentiating prices through user profiling.

在利用个人信息大数据分析进行商业决策时，禁止个人信息处理者采取损害消费者利益的歧视性做法，不得对个人在交易价格等交易条件上实行不合理的差别待遇。

据商务部3日消息，区域全面经济伙伴关系协定（RCEP）将于2022年1月1日开始生效。

The Regional Comprehensive Economic Partnership (RCEP) agreement will take effect on January 1 next year, the Chinese Ministry of Commerce (MOFCOM) announced on Wednesday.

据悉，东盟秘书处2日发布通知，宣布文莱、柬埔寨、老挝、新加坡、泰国、越南等6个东盟成员国和中国、日本、澳大利亚、新西兰4个非东盟成员国已向东盟秘书长正式提交核准书。

As of Tuesday, six Association of Southeast Asian Nations (ASEAN) member states – Brunei, Cambodia, Laos, Singapore, Thailand and Vietnam, as well as four non-ASEAN signatory states – China, Japan, Australia and New Zealand, have ratified the RCEP agreement, said MOFCOM citing a statement by the ASEAN Secretariat.

按照该协定规定，RECP要在至少6个东盟国家和3个非东盟国家批准后60天生效，也就是说从本月算起，该协定将会在明年元旦正式生效。

The RCEP will enter into force 60 days after ratification by at least six ASEAN states and at least three non-ASEAN states, according to agreement, which means the effective date of the pact for the 10 countries is January 1, 2022.

Train tickets may be priced based on age

The national railway regulator recently released a draft guideline to set new standards for its child discount ticket policy by age instead of height.

国家铁路局近日发布《铁路旅客运输规程（征求意见稿）》，铁路客票儿童票购票标准拟以年龄划分。

The draft, released by the National Railway Administration, said all children under 6 can ride trains free of charge.

根据意见稿，购买实名制车票时，6岁以下儿童可免费乘车；

Children between 6 and 14 who purchase tickets in a real-name-based ticket system are eligible for discount tickets, and those above 14 are required to pay full price.

在实名制购票系统上可为年满6周岁且未满14周岁的儿童购买儿童优惠票；年满14周岁的儿童，应购买全价票。

The draft will solicit opinions from the public until Nov 27.

意见反馈截止时间为11月27日。

Currently, China's railway system only offers children discounted tickets in accordance with their height, a regulation that has been criticized for being too rigid and outdated.
