国家反垄断局

National anti-monopoly bureau

China’s anti-monopoly bureau was officially launched on Thursday, located in the same building of the State Administration of Market Regulation (SAMR), the country’s top market regulator, in Xicheng district, Beijing. 

11月18日，国家反垄断局在北京市西城区正式挂牌，与国家市场监督管理总局三里河办公区同楼。

Following the reform of the State Council in 2018, China’s anti-monopoly supervision was integrated to the anti-monopoly department under SAMR. 

2018年国务院机构改革，将反垄断执法工作统一归集，国家市场监督管理总局反垄断局成为专门负责反垄断执法的机构。

The establishment of the anti-monopoly bureau represented China’s optimizing of anti-monopoly mechanisms. The bureau will create a fair, transparent and predictable competitive landscape for over 150 million Chinese market participants, Xinhua News Agency reported on Thursday.

新华社18日报道，国家反垄断局的成立体现了国家对反垄断体制机制的进一步完善。反垄断局将为我国超过1.5亿户的市场主体营造公平、透明、可预期的良好竞争环境。

L'Oreal Paris apologizes for price mix-up

French cosmetics brand L'Oreal Paris has apologized after consumers filed complaints over the price differences in the label's mask products during this year's Singles Day shopping spree.

法国化妆品品牌巴黎欧莱雅因“双十一”期间的面膜差价遭消费者投诉而致歉。

Both Li Jiaqi, a top livestreaming host, and Viya, another top-tier livestreamer, issued statements on Nov. 17 that they will suspend all collaborations with L'Oreal's flagship store on Tmall, as the promotional prices offered during their livestreaming shows do not match the price that L'Oreal promised.

由于两大头部主播李佳琦和薇娅直播间的价格与欧莱雅承诺的价格不符，李佳琦和薇娅均于11月7日发布声明称，将暂停与天猫欧莱雅官方旗舰店的一切合作。

Nearly 20,000 consumers complained the mask products they purchased at the livestreamers' sales are more expensive than those offered at the L'Oreal flagship store on Tmall.

近2万名消费者投诉称，他们在直播间购买的面膜比欧莱雅天猫旗舰店的价格更贵。

L'Oreal said in its reply on Nov. 18 that the company has set up a team to respond to inquiries from consumers and has been working with relevant government departments in a bid for solutions.

欧莱雅11月18日回复称，公司已成立事件小组，与相关政府部门合作，尽快给出能针对所有相关消费者的妥善解决方案。

Beijing Stock Exchange starts trading

The newly-established Beijing Stock Exchange (BSE) started trading on Monday morning, with the first batch of 81 companies debuting on the bourse.

11月15日上午，北交所正式开市，首批81家北交所上市公司正式亮相。

The companies listed include 10 that were newly approved and 71 that were transferred from the selected tier of China's National Equities Exchange and Quotations, also known as the "new third board."

As of 10:20 am, shares of all the 10 newly-listed companies had triggered temporary suspension twice as their prices jumped over 60 percent. These shares continued rallying after trading resumed, with the highest surging by over 500 percent at some point.

Yuan Longping laid to rest

The remains of Chinese scientist Yuan Longping, known as the "father of hybrid rice," was laid to rest Monday in Changsha, capital of central China's Hunan Province.

The academician with the Chinese Academy of Engineering, who cultivated the first high-yield hybrid rice strain, died of organ failure at 91 in Changsha on May 22.
