一、背景
1. Context
中华人民共和国和芬兰共和国(以下简称“中国”和“芬兰”)于1950年建交,此后长期保持友好稳定关系。2017年,两国发表关于建立和推进面向未来的新型合作伙伴关系的联合声明。2019年,双方发表《关于推进中芬面向未来的新型合作伙伴关系的联合工作计划(2019-2023)》,对联合声明进行补充,并结合两国已签署的合作谅解备忘录、计划和目标,指导双方以结果为导向,在一致同意的领域开展务实合作。
The People’s Republic of China and the Republic of Finland (hereafter “China” and “Finland” respectively) established diplomatic relations in 1950 and have since maintained friendly and stable relations. In 2017, the two countries agreed on a Joint Declaration on Establishing and Promoting the Future-oriented New-type Cooperative Partnership. In 2019, the Joint Declaration was complemented by a Joint Action Plan on Promoting the Future-oriented New-type Cooperative Partnership 2019-2023, which combined existing memorandums of understanding, plans and objectives between the two countries and functioned as a guidance for practical and result-oriented cooperation in mutually agreed fields.
二、联合工作计划(2025-2029)
2. Joint Action Plan 2025-2029
为推动双边关系发展,共同应对全球性挑战,携手实现清洁、低碳和可持续增长,中芬将在符合双方切实利益的领域深化合作。双边合作将在更广泛的中欧关系框架内开展,也是对中欧关系的补充。联合工作计划(2025-2029)关注以下领域:低碳发展和可持续增长,卫生和福利,食品、林业和水,科技、教育和体育,以及文化和旅游。
To promote the bilateral relationship, jointly tackle global challenges and achieve clean, low-carbon and sustainable growth, China and Finland will deepen cooperation in areas of genuine interest for both sides. The bilateral cooperation takes place in the wider framework of China-EU relations and is complementary to it. The new Joint Action Plan 2025-2029 focuses on the following areas: Low-carbon development and sustainable growth; health and well-being; food, forestry and water; science and technology, education and sports; and culture and tourism.
上述领域合作不仅将为中芬两国带来实际利益,也具有重要全球意义。应对环境恶化、气候变化等全球性挑战有助于两国实现碳中和目标。
Cooperation in these areas will not only bring substantial benefits for China and Finland, but is also globally important. Addressing global challenges, such as environmental degradation and climate change, will contribute to the carbon neutrality goals set by both countries.
双方将于2027年审议联合工作计划合作进展,并根据审议情况决定是否进行修订。
The two sides will review progress in the areas of cooperation in 2027 and may propose revising objectives based on the joint review.
本计划所涵盖的合作领域不具排他性,也不限制双方未来决定在其他领域开展合作。
The areas of cooperation covered in this Joint Action Plan are not exclusive and do not limit cooperation in other areas in the future, if both countries so decide.
三、总体框架
3. Overall framework
中芬关系基础牢固。双方致力于增进相互了解,以确保双边关系健康稳定发展。中方赞赏芬方长期奉行一个中国政策。
Bilateral relations between China and Finland rest on a solid foundation. The two sides are committed to enhancing mutual understanding to ensure the sound and steady development of their bilateral relations. China appreciates Finland’s adherence to its well-established one-China policy.
两国重申坚定致力于按照包括联合国宪章及其宗旨和原则在内的国际法行事。双方重申《世界人权宣言》。两国及各自驻外机构将继续以强化多边主义、维护以联合国为核心的国际秩序作为核心工作。双方将全力支持包括2030年可持续发展议程在内的联合国进程。双方强调和平与安全的重要性。
The two countries reaffirm their unwavering commitment to act in accordance with international law, including the Charter of the United Nations and its purposes and principles. They reaffirm the Universal Declaration of Human Rights. Strengthening multilateralism, safeguarding the international order, with the UN at its core, will remain at the core of the work of the two countries and their missions abroad. The two sides will give their full support to UN processes, such as the 2030 Agenda for Sustainable Development. The two sides underline the importance of peace and security.
双方将推动高层互访和对话,在国际会议间隙安排交流,并加强两国政府和相关部门之间联系与合作。
The two sides will promote high-level mutual visits and dialogue, organize exchanges on the margins of international meetings and conferences, and help strengthen contact and cooperation between the governments and relevant government agencies.
双方将继续组织专家级会议,讨论全球、地区和专题性问题,如和平与安全、裁军、军控、防扩散、核安全与安保、人权、预防犯罪、气候变化、贸易和可持续发展。
The two sides will continue organizing expert-level meetings to discuss global, regional, and thematic issues, such as peace and security, disarmament, arms control, non-proliferation, nuclear safety and security, human rights, crime prevention, climate change, trade and sustainable development.
贸易和投资是中芬关系的重要组成部分。双方经贸会谈将包括但不限于市场准入、投资审查、企业监管、公平竞争及其他相关议题。中芬将定期召开双边经贸联委会会议,继续支持双边贸易与双向投资,特别是在本计划重点关注的领域。
Trade and investment forms an important part of the bilateral relationship. Economic and trade talks will cover, but will not be restricted to, market access issues, investment review, regulatory issues affecting enterprises, questions related to level playing field, and any other topics considered relevant. China and Finland will conduct Joint Economic Committee meetings at regular intervals, and continue to support bilateral trade and two-way investment, especially in areas which this Joint Action Plan focuses on.
双方将继续通过2017年成立的中芬创新企业合作委员会,推动两国企业开展对话、寻找商机。
The China-Finland Committee for Innovative Business Cooperation, which was set up in 2017, promotes business opportunities and dialogue between Chinese and Finnish enterprises.
四、低碳发展和可持续增长
4. Low-carbon development and sustainable growth
中芬认为低碳发展是双边合作的首要议题之一,将在现有清洁、低碳和可持续增长合作基础上,遵循《联合国气候变化框架公约》及《巴黎协定》设定的目标、原则和规则,着眼各自国家自主贡献,积极寻求应对气候变化的方案。双方将通过公共和私营部门合作,采取切实行动推动可持续增长。除相关政府部门和中央机构之外,两国地方政府、知识机构同样是推动低碳议程的关键参与方。双方将气候变化、碳中和、循环经济和卫生确定为双边科技创新合作的优先领域。
China and Finland recognize low-carbon development as a primary subject in their bilateral cooperation. Building on the existing cooperation on clean, low-carbon and sustainable growth, both countries are actively seeking solutions to combat climate change in line with the objectives, principles and norms set in the United Nations Framework Convention on Climate Change and the Paris Agreement and their respective nationally determined contributions. The two sides will also take concrete actions to pursue sustainable growth with public-private cooperation. In addition to relevant ministries and central authorities, regional and local authorities as well as knowledge institutions are recognized as key stakeholders in driving low-carbon initiatives. Consistent with this, priority areas chosen for bilateral science, technology and innovation cooperation are climate change, carbon neutrality, circular economy and health.
双方低碳发展和可持续增长合作重点包括以下3个领域:
Collaboration in low-carbon development and sustainable growth focuses on three main areas as stated in this chapter.
(一)能源转型
Energy transition
双方主管部门将在现有能源合作基础上加强政策对话与技术交流,鼓励创新,聚焦清洁能源、智慧能源网络、区域和工业供暖及制冷、建筑能效、能源技术创新等领域开展合作。双方将使用非化石资源能源生产作为能源合作的重点领域之一。双方将依托中芬能源工作组开展政策对话,继续开展能源创新技术的联合研发、在两国的推广与商业化,促进企业、智库等多主体交流合作。
Building on the existing energy cooperation, competent authorities of China and Finland will enhance policy dialogue and technical exchanges and encourage innovation. The cooperation focuses on the fields of clean energy, smart energy networks, district and industrial heating and cooling, energy efficiency of buildings, as well as energy technology innovation. The use of non-fossil sources for energy production is one of the focus areas in bilateral energy cooperation. The two sides will carry out policy dialogue through the China-Finland energy cooperation working group, continue the joint R&D, promotion and commercialization of innovative energy technologies in both countries, and promote exchanges and cooperation between their enterprises, think tanks and other entities.
(二)循环经济
Circular economy
中芬认识到发展循环经济对提高资源利用效率、应对日益增长的原生原材料需求及推动可持续增长的重要意义,愿在现有良好合作基础上,进一步深化合作,继续开展政策、技术、投融资项目交流,组织两国循环经济相关企业和利益方举行互访和对接会,并鼓励在建筑、包装、纺织工业、废弃物管理等领域采用新的循环经济解决方案和政策。
China and Finland recognize the important significance of circular economy in improving the efficiency of resource utilization, addressing the growing demand of virgin raw materials and promoting sustainable growth. The two sides agree to deepen their cooperation on the existing good basis, continue exchanges in policy, technology and investment and financing projects, and organize mutual visits and matchmaking events between Chinese and Finnish enterprises and stakeholders interested in circular economy solutions. They will encourage adopting new circular economy solutions and policies in various sectors, including construction, packaging, textile industry and waste management.
(三)气候、生物多样性和环境
Climate, biodiversity and the environment
双方将通过多边倡议合作应对气候变化,保护生物多样性和环境,提高土地可持续利用,开发更可持续的城市建设。两国致力于落实《联合国气候变化框架公约》及《巴黎协定》和“昆明-蒙特利尔全球生物多样性框架”。双方均已签署《〈联合国海洋法公约〉下国家管辖范围以外区域海洋生物多样性的养护和可持续利用协定》,承诺为该协定尽快生效作贡献,并鼓励其他方采取同样行动。
China and Finland will collaborate on international initiatives to combat climate change, protect biodiversity and environment, increase sustainable land use, and develop more sustainable urban construction. Both countries are committed to the implementation of the United Nations Framework Convention on Climate Change and the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework. They have also signed the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction and commit to contribute to its earliest possible entry into force and to encourage others to do the same.
双方决心加大塑料污染治理力度,包括科学稳妥改进塑料产品设计,推动塑料废物无害化管理,以及推广替代产品。双方致力于同各方一道综合施策,达成一项关于塑料污染(包括海洋环境)的具有法律约束力的国际文书,处理塑料的全生命周期,考虑到《里约环境与发展宣言》所提原则以及各国国情和能力。
The two sides are determined to strengthen plastic pollution control, including improving plastic products design, sound management of plastic wastes and alternatives to plastic in a scientific and reliable manner. Both sides are committed to working with other parties to reach an international legally binding instrument on plastic pollution, including in the marine environment, based on a comprehensive approach that addresses the full life cycle of plastic, taking into account the principles of the Rio Declaration on Environment and Development, as well as national circumstances and capabilities.
双方致力于落实《巴塞尔公约》、《鹿特丹公约》、《斯德哥尔摩公约》和《水俣公约》,推进落实新达成的全球化学品框架,以及建立关于进一步促进化学品和废物健全管理并防止污染的科学与政策委员会。
Both sides are committed to the implementation of the Basel, Rotterdam, Stockholm and Minamata Conventions and to advancing the new Global Framework on chemicals, and to setting up a Science-Policy Panel to contribute further to the sound management of chemicals and waste and to prevent pollution.
双方将鼓励各自私营部门、知识机构在包括可再生能源、电池价值链在内的低碳发展关键领域探寻投资机遇,加强知识分享。双方将继续致力于加强甲烷排放控制,并在甲烷排放监测、报告、核查方面进一步挖掘合作潜力。
Both countries will encourage their respective private sectors and knowledge institutions to explore investment opportunities and knowledge sharing in sectors crucial for low-carbon development, including renewable energy and the battery value chain. China and Finland remain committed to enhancing control of methane emissions and further tapping cooperation potential in the monitoring, reporting and verification of methane emissions.
五、卫生和福利
5. Health and well-being
为提供更好的卫生服务,并降低人力资源成本,中芬将继续应对卫生和福利领域挑战,推动老年健康科技、智慧健康养老、智慧和视听友好等数字卫生解决方案。加强福利经济符合两国共同利益。
China and Finland will continue exploring solutions to challenges in the sector of health and well-being. They will promote digital health solutions, such as health tech for aged population, smart elderly care, and smart and audiovisually friendly solutions, in order to provide better access to health services, and to reduce the costs of human resources. Strengthening the economy of well-being is in the interest of both countries.
六、食品、林业和水
6.Food, forestry and water
中芬将加强在农业、食品和农产品贸易领域的长期合作。双方愿继续加强动植物检疫和进出口食品安全领域的交流合作,推动互供农食产品贸易安全、健康、稳定发展。
China and Finland will enhance their long-time cooperation in the agricultural sector as well as in trade in food and agricultural products. They will continue to increase exchanges and cooperation in the fields of sanitary and phytosanitary requirements and safety of imported and exported food. The two sides will promote safe, healthy and sound development of their trade in food and agricultural products.
两国同为“全球学校营养餐联盟”成员,将继续重视实现“到2030年每名儿童均能获得一份健康营养的校餐”的联盟总体目标。
Both countries are also members of the School Meals Coalition, and continue to place importance on the overall goal of the Coalition that every child has the opportunity to receive a healthy, nutritious meal in school by 2030.
双方认为林业和以森林为基础的生物经济是两国公共和私营部门合作的长期支柱之一,将继续就林业和以森林为基础的生物经济相关议题开展政策对话。
The two sides recognize forestry and forest-based bio economy as one long-lasting pillar of the bilateral cooperation, both in the public and private sector. Both countries will continue policy dialogue on forestry and forest-based bio economy related matters.
双方水资源管理部门建立的双边合作机制,为推动两国开展政策对话、联合研究和商业合作提供平台。双方水资源管理部门、知识机构和企业将关注水资源管理、水旱灾害防御、大坝安全、城市防洪、水生态修复和智慧水利建设等领域。两国支持在中欧水资源交流平台框架内开展活动。
The bilateral cooperation mechanism between authorities in the water sector provides a platform for facilitating policy dialogue, joint research and business cooperation between China and Finland. Chinese and Finnish water authorities, knowledge institutions and enterprises will focus on topical subjects, such as water resources management, flood and drought disaster prevention, dam safety, urban floods management, water ecosystem rehabilitation and smart water development. China and Finland will support the activities of the China-Europe Water Platform.
七、科技、教育和体育
7. Science and technology, education and sports
中芬将继续在一致同意的教育、科学和创新领域开展长期合作。两国相关部门将继续定期召开中芬科技合作联委会会议、定期在中芬之间轮流开展部长级教育政策对话。为强化中芬知识机构及其他相关方合作,两国相关部门将重点开展包括实质性会谈在内的战略对话,并以此作为双方接触的核心工作。两国将研究关于建立和深化地方层面教育合作的方式。
China and Finland will continue their long-term collaboration in the field of education as well as in science and innovation, in mutually agreed fields. Relevant ministries will continue their Joint Committee Meetings on Scientific and Technological Cooperation at regular intervals, and hold alternately ministerial level dialogue on education policy at regular intervals. Strategic dialogue, including substantive talks between the relevant ministries, remains at the core of their engagement in order to strengthen the partnerships between Chinese and Finnish knowledge institutions and other relevant actors in this sector. Both countries will look into ways of establishing and strengthening sub-national level cooperation in education between China and Finland.
中芬将继续加强主管部门、机构和体育组织之间的合作交流,在国际体育事务中保持沟通协调,在包括冬季运动在内的竞技体育、群众体育和体育产业领域加强合作。
China and Finland will continue the collaboration and exchanges between relevant ministries, authorities and sports organizations and will maintain communication and coordination on international sport affairs, and enhance cooperation in the fields of competitive sport, sport for all and sport industry, including winter sports.
八、文化和旅游
8. Culture and tourism
中芬认可文化和旅游对促进各自经济和社会发展、增进两国人民相互了解的重要作用,支持并鼓励两国博物馆、美术馆、剧院、艺术节之间开展交流合作。双方将鼓励在旅游推广、可持续和数字化旅游最佳实践交流等方面的合作。双方还将提升旅游便利化水平,并努力扩大双向旅游往来规模。
China and Finland recognize the significant role of culture and tourism for their respective economic and social development and mutual understanding between the two peoples. They will support and encourage exchanges and cooperation between their museums, art galleries, theatres and art festivals. They will encourage cooperation in promoting tourism between the countries and in exchanging best practices in sustainable and digitalized tourism. They will also improve travel facilitation and strive to increase the number of visitors to each other’s country.
