China's Hainan Free Trade Port (FTP) will officially launch an island-wide independent customs operation on Dec. 18, 2025, as approved by the Communist Party of China (CPC) Central Committee, an official with the country's top economic planner announced Wednesday.

7月23日，中国国家发展改革委的一位官员宣布，经党中央批准，将于2025年12月18日正式启动海南自贸港封关运作。

The launch on this symbolic date, which marks the anniversary of the milestone Third Plenary Session of the 11th CPC Central Committee in 1978 that ushered in the reform and opening-up, underscores China's unwavering commitment to high-standard opening-up, Wang Changlin, deputy head of the National Development and Reform Commission, said at a press conference.

国家发展改革委副主任王昌林在新闻发布会上表示，1978年12月18日，党的十一届三中全会开启了改革开放的伟大征程。在12月18日这一天启动海南自贸港封关运作，具有重要象征意义，也是向世界展示我国坚定不移扩大高水平开放的决心和信心。

"The island-wide independent customs operation is a flagship move for the development of the Hainan FTP and a key measure to further expand opening-up," Wang said.

王昌林表示，“全岛封关运作是海南自贸港开放发展新阶段的开始，也是一项长期持续推进的任务。” 

The proportion of tariff lines with zero-tariff products in the Hainan Free Trade Port will increase from 21 percent to 74 percent, Wang said, adding that imported products that undergo at least 30 percent value-added processing in Hainan can enter the mainland tariff-free. Certain goods currently banned or restricted nationwide will enjoy open policies in Hainan.

王昌林表示，封关后“零关税”商品税目比例将从21%跃升至74%，加工增值超30%的岛内商品可免关税进入内地。部分全国禁止进口的商品可在海南试点进口。

Vice Minister of Finance Liao Min noted that the number of duty-free items in Hainan will increase from about 1,900 to around 6,600, marking a significant boost in openness.

财政部副部长廖岷在会上透露，全岛封关运作以后，“零关税”商品范围将由目前的1900个税目扩大至约6600个税目，开放水平将大幅提升。

Six university students drowned on Wednesday after falling into a flotation cell during a study visit at a copper-molybdenum ore-dressing plant in north China's Inner Mongolia Autonomous Region, local emergency authorities have said.

23日内蒙古自治区呼伦贝尔市应急管理局表示，6名大学生在当地一家铜钼矿选矿厂参观学习时，不慎坠入浮选槽溺亡。

The accident occurred at approximately 10:20 a.m. Wednesday at the plant, which is operated by a mining company under China National Gold Group Co., Ltd. in Hulunbuir, according to the municipal emergency management bureau. The students, all of whom attended Northeastern University, were observing flotation processes when a grid plate collapsed, causing them to plunge into the flotation cell.

事故发生于23日上午10时20分许，该厂由中国黄金集团有限公司旗下的一家矿业公司运营。6名学生均来自东北大学，当时他们正在观察浮选工艺过程，因格栅板突然脱落而坠入浮选槽。

All six were rescued from the cell but later pronounced dead by medical personnel. A teacher was also injured in the incident.

Recently, a number of cities in southern China have reported imported cases of chikungunya, which have led to local transmission, an official from Chinese Center for Disease Control and Prevention (CDC) said on Wednesday, noting that the epidemic is preventable, controllable and treatable, with no evidence of human-to-human transmission.

Chikungunya clinically presents symptoms such as fever and joint pain, Duan Leilei, a researcher from China's CDC, said at a press conference on Wednesday. She emphasized the importance of swiftly carrying out mosquito control measures in areas affected by the outbreak to reduce mosquito density.

Duan urged the public to take protective measures. When going outdoors during the day, it is recommended to wear light-colored long-sleeved shirts and pants, and use mosquito repellent.

She cautioned that individuals who experience high fever, severe joint pain or rashes, especially those with a history of mosquito bites or have traveled to affected areas, should seek medical attention immediately.

As of Monday, Foshan city in South China's Guangdong Province has reported a total of 2,658 confirmed cases of chikungunya in four districts, with all cases being mild.

截至7月21日，广东省佛山市四区累计报告基孔肯雅热确诊病例2658例，所有确诊病例均为轻症。

According to a report from the Shunde district health commission on Tuesday, Foshan's Shunde district has 2,471 confirmed cases of chikungunya, with all cases being mild.

美国再次退出联合国教科文组织

The United States announced Tuesday its decision to pull out of the United Nations Educational, Scientific and Cultural Organization two years after rejoining.

在重返联合国教科文组织两年后，美国22日宣布决定再次退出该组织。

According to a statement by the U.S. State Department, the withdrawal was due to what Washington saw as the UN cultural agency's policy to "advance divisive social and cultural causes" over the Israel-Palestine conflicts.

根据美国国务院的声明，退出的原因是美国认为联合国教科文组织在处理巴以冲突时 “推进分裂性的社会和文化事业”。

"UNESCO's decision to admit the 'State of Palestine' as a member state is highly problematic, contrary to U.S. policy, and contributed to the proliferation of anti-Israel rhetoric within the organization," the statement said.

声明还指责联合国教科文组织接纳巴勒斯坦为成员国的决定“非常有问题”，助长了该机构内部的反以色列言论。

The U.S. exit will take effect at the end of December 2026.

Meanwhile, UNESCO said Tuesday the U.S. exit was regrettable but came as no surprise.

"However regrettable, this announcement was expected, and UNESCO has prepared for it," UNESCO Director-General Audrey Azoulay said in a statement.
